Hilary Obioma Ibegbulem is a man of many parts, excelling as a philanthropist, politician, and business magnate. Born into the family of Mr Gilbert Okafor & Mrs Flora Adaubulu Ibegbulem, of the Ute Okpu community in Ika North East LGA of Delta State, Hilary’s academic journey as a young boy born into a family of a teacher began at Okundaye Primary School, Boji Boji Owa and continued at the famous Ika Grammar School, Boji Boji Owa, where he obtained his WAEC in 1988.
He then proceeded to acquire higher education at the Delta State University, Abraka in 1992, and graduated with a Second Class lower division in Economics in 1997. His academic pursuits further took him to Nnamdi Azikiwe University, Awka, where he earned an MSc in Economics in 2004, a degree he acquired in the early part of his civil service career and later, in his quest for more knowledge, went back to school and earned a PhD in Business Management from Delta State University, Abraka, in 2023.
